Ho Tse Wai & Partners acted on a pro bono basis for nine residents of Wang Fuk Court in the proceedings before the Independent Committee, providing legal representation and assisting the residents in presenting their concerns during the inquiry into the causes of the fire, the responsibilities of the parties involved, and the wider systemic issues arising from the tragedy.

Our legal team comprised Jonathan Man, K.H. Yau and Nicole Ng.

The Indephttps://hotsewai.com.hk/mr-jonathan-man/https://hotsewai.com.hk/dr-kwok-hei-yau/endent Committee conducted 30 days of evidential hearings between 19 March and 17 July 2026, during which it heard oral evidence from 80 factual and expert witnesses and considered extensive documentary and expert evidence.

Key Findings of the Independent Committee

The Committee’s report reveals that the Wang Fuk Court tragedy was not the result of an isolated safety failure, but arose from a combination of serious deficiencies in construction practices, fire safety management, professional supervision and regulatory oversight.

The principal findings include:

  1. Construction and Fire Safety Failures: The use of materials that failed to meet fire safety requirements, together with unsafe construction practices and deficiencies in fire safety arrangements, contributed to the rapid spread of the fire and the resulting loss of life.
  2. Responsibilities of Contractors and Professionals: The Committee strongly criticised the conduct of the relevant contractors and consultants, identifying serious failures in construction supervision and safety management.
  3. Regulatory and Enforcement Deficiencies: The report identified significant shortcomings in the discharge of regulatory and supervisory responsibilities by relevant government departments, exposing systemic weaknesses in the oversight of major building renovation works.
  4. Need for Comprehensive Reform: The Committee made 120 recommendations addressing construction and fire safety, regulation of contractors and professionals, interdepartmental coordination, and measures to combat bid-rigging and other improper practices in building maintenance projects.
